25 Greatest Underrated Progressive Rock Albums

The way I've defined whether a good album is underrated or not is by its rating on progarchives.com; good albums under a 3.50 (roughly) are defined as underrated. Exceptions do apply: most notably, albums like Descensus by Circa Survive, where they had a rating of 3.5 or under before I rated it (in this case giving it five stars), or like Polygondwanaland where the band itself is not on Prog Archives.
